Cursor disappear after closing Chrome with touch screen while cursor is hidden

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36 Steps to reproduce the problem: 1. Open Chrome 2. Touch the screen with a touchscreen 3. Wait the cursor to be hidden 4. Close Chrome with touch on the X in the upper right corner 5. Reopen Chrome 6. Move cursor with the mouse or the mouse pad 7. The cursor doesn't reappear 8. Even in the Chrome tray, the cursor is not showing 9. To get the cursor back, quit Chrome and completely close Chrome from the windows tray. What is the expected behavior? Moving mouse or the mouse pad should show the cursor in Chrome What went wrong? When closing Chrome from the X while the cursor is hidden, the cursor is after always hidden in Chrome or Chrome tray. Even if trying to move the mouse or the mouse pad, the cursor is not showing. Notice: the cursor disappear only in Chrome or chrome tray, other windows like paint is showing the cursor correctly. Did this work before? No Chrome version: 63.0.3239.108 Channel: stable OS Version: 10.0 Flash Version: 28.0.0.126 This is there for a long time now. Surface pro 4, with a wireless logitech mouse, windows 10

Note also, Chrome need to start maximized for the bug to occur

The bug also happen without hiding the cursor with the touchscreen. Just close Chrome with the X with touch while it's maximized is enough.

The cursor disapear in all chromium tool. Even in Hangout or int the Chrome Task Manager.

Unable to reproduce the issue on reported chrome version 63.0.3239.108 and latest canary 65.0.3299.0 using windows 10 with steps mentioned below: Steps to reproduce the issue: 1) Launched reported chrome version 2) Touched on the screen (pointer got disabled) 3) Closed chrome through "X" on top right corner 4) Re-Launched chrome 5) Moved cursor with the mouse pad 6) Able to see the cursor as expected @Reporter: PLease find the attached screencast for your reference and let us know if we missed anything from our end, please try to test this issue by creating new person with no extensions and apps in it and let us know if the issue still persists. The problem happen only if we allow chrome to run in the background in the setting

New Steps: Cursor disappear after closing Chrome with the touch screen with a theme. Steps to reproduce the problem: 1. Open Chrome 2. Make sure Chrome is Maximized 3. Go into advanced setting and make sure to allow chrome to continue to run in the background 4. Go into setting and Install a Theme 5. Close Chrome with touch on the X in the upper right corner 6. Reopen Chrome 7. Move cursor with the mouse or the mouse pad 8. The cursor doesn't reappear 9. Even in the Chrome tray, the cursor is not showing 10. To get the cursor back, quit Chrome and completely close Chrome from the windows tray.

Unable to reproduce the issue on reported chrome version 63.0.3239.108 and on the latest canary 65.0.3299.0 using windows 10 with the steps mentioned below(As per comment#14).
1. Opened Chrome
2. Window is in maximised state.
3. Navigated to chrome://settings
4. Checked "Continue running background apps when Google Chrome is closed" in advanced settings.
5. Installed a theme from chrome://settings-> web store

6. Closed chrome using touch on X on the top right corner.
7. Re-opened chrome
8. Moved the cursor with touch pad.
We are able to see the cursor being displayed on the screen. Attaching the screen cast of the same.
@Reporter: Could you please check the screen cast and let us know if we have missed any steps in reproducing the issue. It would be highly helpful if shared the URL of the theme where the issue is seen.

I just tried with an other chrome under like you and the bug doesn't happen like that. Make sure to close all other chome before. When you close with the touch on the X, there should be no window under.

I just tried to find if there is something else needed. Then I tried by removing chrome completely. And I found that we also need an installed backgound app like hangouts extension. We really need to have the chrome icon in the tray.

New Steps: Cursor disappear after closing Chrome when maximized with the touch screen with a theme and hangouts installed. Steps to reproduce the problem: 1. Close all Chrome windows 2. Open Chrome 3. Make sure Chrome is MAXIMIZED 4. Go into advanced setting and make sure to allow chrome to continue to run in the background 5. Go into setting and Install a THEME 6. Go into extension and install Google HANGOUTS 7. Close Chrome WITH THE TOUCHSCREEN on the X in the upper right corner 8. There should be no Chrome window opened 9. There should be a Chrome icon in the tray (Chrome is still running in the background) 10. Reopen Chrome 11. Move cursor with the mouse or the mouse pad 12. The cursor doesn't reappear 13. Even in the Chrome tray, the cursor is not showing 14. To get the cursor back, quit Chrome and completely close Chrome from the windows tray.

Able to reproduce this issue on reported version 63.0.3239.108 using windows 10 touch with steps mentioned in comment#20. Issue is seen when Theme and background app are present and when "Continue running background apps when Google Chrome is closed" is allowed. i.e; No mouse cursor is seen unless you quit browser using ctrl+shift+q and re-opening again. This issue is seen from M53. Hence considering this issue as Non-Regression and marking as Untriaged. Observations: 1.Issue is not seen till M52 as Hangouts app is not compatible till M52. 2.Issue is not seen in Ubuntu 14.04 using touch. 3. Mac touchscreen is not available with ET team to test it.
