Bookmark manager cannot see html bookmarks

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36

Steps to reproduce the problem:
1. Go to the dotted men at the top right and then click bookmarks
2. click bookmark manager to open the manager
3. IN the manager screen import bookmarks and see if you can find bookmarks on your hard drive where you put them.

What is the expected behavior?
For Chrome to see html bookmarks on my hard drive.

What went wrong?
I attempted to find bookmarks on my hard drive through both the bookmark manager. And the menu that said to import bookmarks from firefox and they both failed. I have none of my  bookmarks in chrome

Did this work before? No

pfunkpower@ Thanks for the issue.

Tested this issue on Ubuntu 14.04 and Windows 10 using the reported version 63.0.3239.108 and latest Canary 65.0.3300.0 and unable to reproduce the issue by following the below steps.

1. Launched Chrome and navigated to Bookmarks -> Bookmarks Manager
2. Bookmarked few web pages and exported them to a html file which is saved on my hard disk.
3. Navigated to Bookmark Manager -> Import Bookmarks and selected the html file from my system.
4. Could import the bookmarks from html file and also from firefox and no issues are observed.
Attached is the screen cast for reference.

Request you to please check and confirm if anything is missed from our end.
Please retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations.
Also you request you to confirm on which flavor of Linux you are seeing this issue.

As per comment#3 by reporter the issue seems to be on Linux KDE Neon Plasma 5.7.8, requesting some one from TE-HYD team to have a look into this for further investigation. Hence, adding label TE-NeedsTriageFromHYD.

Tested this issue on Ubuntu 14.04 using the latest Chrome stable version #63.0.3239.108 and unable to reproduce the issue. Attached screen cast for reference.

Requesting MTV team to look into this issue on the reported OS mentioned in C#3.
