Chromebook Reset Screen Lack Essential Context Information

Issue description

Chrome Version: 63
OS: Chrome OS

What steps will reproduce the problem?
On Chromebook (say, Pixelbook), follow instructions Enable Developer mode (which *wipes data*). For example:

What is the expected result?
Each subsequent screen reminds the user that Chromebook will be wiped.

What happens instead?
Along the way, a simple screen appears that prints:

  (Orange "!")
  OS verification is Off 
  Press SPACE to re-enable.

Also, after pressing SPACE, one reaches point-of-no-return and Chromebook gets wiped.

Background: I was helping someone with Chromebook who somehow reached the screen.  Without prior context, I figured "oh, just re-enable verification, which is probably a good thing" with out realizing the graveness of the situation. I ended up wiping the device (oops).

I don't know who should own this, but the infra team is very far from this issue.  I'm lobbing this bug to somewhere that should be closer to where it needs to be.
