Can't see clock or notifications with auto hiding shelf on white website

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 10032.71.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.86 Safari/537.36 Steps to reproduce the problem: 1. Go go google.com, nytimes, or any other website that uses a white background (which is most). 2. Move the mouse to the bottom of the screen so it peeks back into view. What is the expected behavior? Shelf should have some opacity in the background so it's visible of white pages (which is most pages!). What went wrong? Shelf content is invisible since it the text is white, and most pages are white. Everything from google.com to the new tab page uses a white background making the auto hiding shelf unreadable. Did this work before? N/A Chrome version: 63.0.3239.86 Channel: n/a OS Version: 10032.71.1 Flash Version: Confusing sometimes the shelf does have a grey background, but not always.

I rebooted the laptop and the shelf became black frosted for me again. Why does the shelf background sometimes disappear?
