This does not describe a security vulnerability in Google Chrome. This is the issue tracker for the Chromium project. If you can provide more information on this being an issue in Chrome, feel free to re-open this issue.

We recommend you visit https://myaccount.google.com/security and go through the Security Checkup for your Google accounts. This should help you secure your accounts. In particular, you can change your password and check to see where your account has been logged in from there. You may want to revoke access to any computers or apps you do not recognize. https://support.google.com/accounts/answer/6294825 provides more guidance on recovering a hijacked or stolen account.

You can find support for Android from your carrier/seller, or via https://support.google.com/android#topic=7313011.
