CrossSiteDocumentClassifier::SniffForJSON allows single-quotes

Issue description

CrossSiteDocumentClassifier::SniffForJSON allows single-quotes, but strict JSON (including the JSON.parse function in javascript) requires double-quotes.

We should arguably be stricter here.

Improvements to CrossSiteDocumentClassifier::SniffForJSON

 - Understand escape sequences inside of strings
 - Don't support single-quotes
 - The colon character must appear after the closing quote of the string
   literal.
