Panther reboots on Plugging with multiple monitors work

Issue description

Chrome OS Version: 10176.15.0, 64.0.3282.31

What steps will reproduce the problem?
(1)Reboot the device connected with multiple monitors 
(2)Unplug and hotplug one of monitors during the session

What is the expected result?
Other monitor should display properly

What happens instead?
device reboots

Does it happen every time or does it require multiple unplug/plug cycles?
Does it need anything running/refreshing on the screen?
I can't make it crash here.
