"Load image" is closing new context menu without error/message when loading is done with error

Steps to reproduce the problem:
1. open any page without loading picture (it can be achieved with poor net connection)
2. open new context menu for unloaded picture
3. disable network connection
4. click "Load image"

What is the expected behavior?
There is displayed an error message or "Please try again later" toast and new context menu is closed

What went wrong?
New context menu is closed

Did this work before? No

Tested the issue in Android and could reproduce the issue. Observed the context menu is closed as per the steps mentioned in comment#0

Chrome versions tested:
65.0.3295.0

OS
Android 8.0.0

Android Devices
8.0.0; Pixel XL Build/OPR1.170623.027

This issue seems to related to new context menu UI, CC'ing @ktam for further updates on this.
