"utility: data decoder service" instances use up a lot of RAM

Issue description

I have 13 random CNN tabs with sizes ("memory footprint" in the task manager) between 150MB and 300MB each.  This is on a cyan with 2GB RAM and ARC++ running.

The task manager shows 18 "Utility: Data Decoder Service" tasks of about 40 MB each.  Is this normal?

Should we even show those tasks in the task manager?  Can their sizes be accounted for in the renderer which (I guess) they are serving?

Can you take a screenshot? Are those 18 Utility tasks on a separate process each?
Well, I guess they are, since each consume 40 MB.
Do these processes live for a long time or do they go away eventually?

BTW, this isn't really a UI>TaskManager issue, but Data Decoder Service does not have its own component.
