This alert doesn't seem to indicate any specific problem, just a builder restart during the lower edge of performance.

It may be that we have degraded enough (for good reasons) that we will start seeing spurious alerts.

In particular, we have substantially grown the number of PreCQ builders, so can have many more PreCQ builds in-flight.

So... do we need to do performance work, or adjust the alert? I'm not sure.
