Session Cookies tests are flaky with Network Service enabled

Issue description

I've observed these two tests flaking on the network_service_browser_tests bot:

ContinueWhereILeftOffTest.SessionCookies
RestartTest.SessionCookies

Disable tests that are flaky with Network Service

These two session cookies-related tests are flaky when the Network
Service is enabled.
