Kiosk mode app crashes upon hitting ctrl+shift+z while app launching

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36
Platform: 9901.77.0 (Official Build) stable-channel kevin

Steps to reproduce the problem:
1. Download TestNav app and enable the kiosk mode option
2. Launch the TestNav and simultaneously hit ctrl+shift+z

What is the expected behavior?
App should not have been crashed. 

What went wrong?
App crashes; terminal displayed and user is redirected to ChromeBook login screen.

Did this work before? N/A

 Issue 795394  has been merged into this issue.

This is actually mostly working as intended, as this is the shortcut to go back to Chrome OS. But the app shouldn't crash... should look into that part.

I am still seeing this behavior on Beta Chrome OS 10452.42.0, 66.0.3359.79.

If you are trying to activate spoken feedback (chromevox) you should press CTRL + SHIFT + Z once. The app only crashes when that key combination is repeatedly pressed
