Gmail will not open on Chrome

Issue description

Chrome Version       : 63.0.3239.84
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox:
    IE/Edge:

What steps will reproduce the problem?
1.Open Chrome while connected to local WiFi, with no firewalls or known proxies in place
2.Go to gmail.com
3.See error

What is the expected result?
Gmail opens and displays my email


What happens instead of that?
See attached screenshot for error displayed.

Please provide any additional information below. Attach a screenshot if
possible.
Other Google services appear to be functioning properly, and Gmail works on my Android phone when I us the Gmail app. Other websites beyond Google are also functioning properly. It appears to be only Gmail that is responding this way. I was directed to file a bug report by user David Benjamin at this help thread: https://superuser.com/questions/1217257/this-site-can-t-be-reached-mail-google-com-is-currently-unreachable/1217757

Thanks for the report! Could you attach a NetLog following the instructions below?

Do you any antivirus software on your machine? That could also be the cause.
I use Avast, but I have not seen any notifications from it about this
website and I've had no trouble in the past

It looks like this issue has resolved itself on its own. I am currently
writing this from Gmail on Chrome. Not sure what the issue was or what
fixed it, but maybe an update didn't play nice with something else on my
computer.

Marking this closed as the current experiment has rolled down, if you have issues again or are able to reproduce the issues by setting chrome://flags#tls13-variant to "Enabled (Experiment 2)", please reopen an issue with details about your firewalls/antivirus that may be causing issues, along with a net-internals log (https://dev.chromium.org/for-testers/providing-network-details).
