Steps to reproduce the problem:
1. run a LAMP set up with xdebug
2. submit an API POST request from the browser that will return a 500 error 
3. view the request in the network panel's preview view

What is the expected behavior?
formatted error response based on returned html

What went wrong?
preview tab is blank. 
in the response tab the html is displayed in plain text
