Issue descriptionSince https://ci.chromium.org/buildbot/chromium.fyi/Site%20Isolation%20Linux/23782, the following layout test has been timing out when run with --site-per-process on the Site Isolation Linux FYI bot: http/tests/devtools/resource-parameters-ipv6.js Looks like it was changed in https://chromium-review.googlesource.com/c/chromium/src/+/826710 in that build. pfeldman@, could you fix or disable the test on this bot (third_party/WebKit/LayoutTests/FlagExpectations/site-per-process)? Thanks! As a side note, these tests will move to the waterfall soon in issue 786554 .

We are submitting a form in the frame pointing at http://[::1]:8000, which emits network events in a target different from the one being inspected. I'll try to navigate the test itself to http://[::1]:8000 first.

Thanks for checking. If the fix isn't ready yet, can you disable the test before heading out? We'd like the bot to be green to unblock Dirk in https://bugs.chromium.org/p/chromium/issues/detail?id=786554#c17.
