Click offset while simulating mobile device

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36

Steps to reproduce the problem:
1.  ionic start myapp
2.  pick "menu" template
3.  ionic serve
4. open chrome and developper tools
5. select iphone 8
6. http://localhost:8100/
7. open the menu
8. try to click on an action item

What is the expected behavior?
No offset

What went wrong?
After the upgrade to 63.0.3239.108, this offset appears.
I tested a blank Ionic app (no foreign codes) and could also confirm that this offset doesn't exit on other browser.

Furthermore this offset doesn't exist on normal view ("not device view") and also disappear if I unselect and then select again the device view

I can reproduce this on ToT with Linux (65.0.3295.0 (Developer Build) (64-bit)).

1. Open DevTools in device mode and set to iPhone 8 and device mode zoom to 60-70%.
2. Open a new window, open devtools in device mode and go to the page.
3. Looks like the zoom makes all of the click targets off.


I face the problem almost every day since months, so, may I ask, any plan to fix this regression bug in a near future?
