Steps to reproduce the problem:
1. Open an Android app from the Notifications bar.
2. System freezes.
3. Android shutdown and browser restarts with a browser crash message and asking to Restore tabs.

What is the expected behavior?
Android apps should open perfectly fine from the Notifications bar.

What went wrong?
Chrome OS froze and crashed.

It's not one particular app. It seems any app can crash the system on Chrome 64 beta. The app that crashed it in my uploaded crash report was Google Voice. The app that crashed it prior to that was my email app (crash report 8dd5d98dff84670f).
