Animated filter blur and transform makes glitch at the end of the animation

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36 Example URL: https://codepen.io/anon/pen/KZdpaE Steps to reproduce the problem: 1. Check page: https://codepen.io/anon/pen/KZdpaE 2. Move your mouse over the red box 3. When the blur 0 at the end of the animation, the box jumps 1px on x and y and then jumps back to its original location. Another example with GSAP animation: https://codepen.io/anon/pen/xpwGZw What is the expected behavior? It should be smooth What went wrong? The box jumps 1px in both direction and then jumps back to its original location. Does it occur on multiple sites: N/A Is it a problem with a plugin? N/A Did this work before? N/A Does this work in other browsers? N/A Chrome version: 63.0.3239.108 Channel: stable OS Version: OS X 10.13.1 Flash Version: It works fine in Safari 11.0.1
