Problem with scroll

Issue description

Device name: Samsung Galaxy Tab S2

From "Settings > About Chrome"
Application version: 62.0.3030.84
Operating system: Android 7.0

URLs (if applicable):

Steps to reproduce:
(1) Open app
(2) Refresh app
(3) App is not scrollable

Expected result:
Application must be scrollable.

Actual result:
Application isn't scrollable. Scroll is visible and blocked.

Tested the issue in Android and couldn't reproduce the issue.

Steps Followed:
1. Launched Chrome Browser.
2. Refreshed the tabs
3. Able to scroll

Chrome versions tested:
63.0.3239.111

OS
Android 7.0.0

Android Devices
7.0.0; Tab S2 SM-T815Y Build/NRD90M

@marin: Could you please update your Chrome to the latest version #63.0.3239.111 and check if you still face the issue?
