Overlapping of text is observed after changing flag to rtl in Task manager window

OS: Windows (7,8,8.1,10),Linux (14.04 LTS

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://flags
2. Change 'Force UI direction' to 'Right-to-left' and relaunch
3. Press Shift+Esc to open task manager window and drag the tab separator line of 'Task'
4. Observe

Actual: Overlapping of text is observed
Expected: Overlapping of text should bot be observed

This is an Non-Regression issue seen from M-45

Note: Issue is not seen on Mac
