"ios_chrome_web_egtests" is flaky

Issue description

"ios_chrome_web_egtests" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is infrastructure-related, please add Infra-Troopers label and change issue status to Untriaged. When done, please remove the issue from Sheriff Bug Queue by removing the Sheriff-Chromium label.

Specifically, the latest faiure (from yesterday) is:

On the ios-simulator-full-configs builder, in the step ios_chrome_web_egtests (iPhone 6s Plus iOS 10.0), the swarming shard timed out.

ios_chrome_web_egtests has also failed on other devices in the past.

huangml@, could you help triage this? Do you think this is related to the device/setup, or the test?

Going through the lists, most failures on 12-14 and 12-09 are known tree breakages and are fixed by reverting corresponding CLs.

There're two time-outs in the list.  Timeout not only happens on ios_chrome_web_egtests, but all eg test suites randomly.  I'm not sure if anyone is still working on the issue though.

I downloaded and ran the recent timed out task locally, cannot repro the failure.  Not sure if it's a test flake or bot issue.

This happened only 2 times in the past 10 days. We can wait and see if more data points coming in to help better identify the issue.

The 6 new flakes are known issues due to xcode update. Not related to tests.
