a11y sign in: button on Sync dialog has barely perceptible focus indication

Issue description

Google Chrome 65.0.3294.4 (Official Build) canary (64-bit) 
Windows 10 Enterprise Version 1607 Build 14393.1770

On the sign in > "You've signed in and turned on Sync" dialog, the focus indication on the OK, GOT IT button is barely perceptible.
