a11y Chrome installer: minimize, close buttons hard to see

Google Chrome 65.0.3294.4 (Official Build) canary (64-bit) 
Windows 10 Enterprise Version 1607 Build 14393.1770

The minimize and close buttons on the installer UI are very narrow and do not contrast with the background sufficiently. 

Foreground:#828282 (button color)
Background:#FBFBFB 

The contrast ratio is: 3.7:1

The color of the progress bar background is also very close to the background of the dialog. 

Foreground:#E6E6E6
Background:#FBFBFB

The contrast ratio is: 1.2:1
