a11y Chrome installer: minimize, close buttons not available to keyboard users

Issue description

Google Chrome 65.0.3294.4 (Official Build) canary (64-bit) 
Windows 10 Enterprise Version 1607 Build 14393.1770

# Download and start installer
# Try to keyboard navigate to the minimize and close buttons

Not possible to navigate by keyboard

Please see screenshot for the UI showing problems.

Resolving this bug as can't reproduce. 

While using JAWS and NVDA, I run the installer using these Windows shortcut keys, some of which are expected to fail (I'm trying everything I can think of)
minimize:
windows key + down arrow - works 
alt + space then n  -doesn't work because there is no file menu, fine that it doesn't work

close: 
alt + F4 - works, brought to prompt to cancel installation, both buttons work (continue and quit)
ctrl + w - doesn't work which is ok since this isn't the Chrome UI

I didn't find additional JAWS nor NVDA minimize/close keystrokes and they both behaved the same during the tests above.
