Regression:Unwanted horizontal scrollbar is seen while navigating in Sign in Overlay

Chrome Version:65.0.3294.0/10216.0.0 Candy,Minnie,Celes
OS:chrome OS

What steps will reproduce the problem?
(1)Recover Build ->go to Sign into your Chromebook overlay
(2)Click 'More Options' ->Create account ->Enter First name,Last name
(3)Go to Verification code check by phone number overlay ->Open& keep country codes drop-down
(4)Now click Back button and Observe unwanted horizontal scrollbar

Actual:Unwanted horizontal scrollbar is seen
Expected:No such unnecessary scrollbar should be seen

This is a Regression issue as same is working fine in M-60

Note:Issue is not seen in Linux,Windows OS

Able to reproduce the issue on 62.0.3612.0/11284.0.0 with the above mentioned steps in C #0.
