Blink/Glimpse of grey focus is seen in Notifications

Chrome Version: 65.0.3294.0/10216.0.0 Candy,Minnie,Celes
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Click on Notifications icon
(2)Click on Settings icon and Now tab until focus reaches down arrow and hit enter
(3)Keep hitting enter and observe(Refer Video)

Expected: Glimpse of grey focus is seen (It's just blinking)
Actual: No such blink of grey focus should be seen 

This is a Regression issue as same is working fine in M64

NOTE: Issue is not seen on Windows and Linux

Summary: Blink/Glimpse of grey focus is seen in Notifications (was: Regression: Blink/Glimpse of grey focus is seen in Notifications)
I made this change and didn't think it was regression, but maybe it's better to fix this because it's a bit ugly.

Removed ReleaseBlock-Stable and set to P3 as cosmetic change.
