Artifacts created during telemetry runs sometimes leak

Issue description

When I was creating https://chromium-review.googlesource.com/c/catapult/+/812429/4 and associated CLs, I found while locally debugging that temp files I created would leak. This included temp files created during tests.

I ended up doing a bit of gymnastics in the code to make sure that all the temp files created were deleted, because I didn't want to fill up the disk of testers.

There should be a systematic way to make sure this never happens.
