[MD extensions] missing set shortcut button from extension details

In the MD chrome://extensions?id=<Some Extension ID> there's no button to set shortcuts for the extension. This was available in the old UI (missing parity).

Attaching a screenshot to make it more clear. I was initially confused, thinking that this was about "keyboard shortcuts".
