Add image/urf as a filter we support

Issue description

Chrome Version: 64
OS: CrOS

What steps will reproduce the problem?
(1) Setup Printer Canon MX 490 on same wireless network
(2) Select printer from nearby

What is the expected result?
Printer is set up.

What happens instead?
I'm asked to provide a PPD.  I don't have a PPD.


To get the MX490 to work, we need to add image/urf to the set of formats that we support.  pdl record extracted from DNS-SD query:

Summary: Add image/urf as a filter we support (was: Canon MX490 Does not work)
cups-filter includes an image/urf filter now.  See if we can use it.

CUPS will configure the MX490 with image/pwg-raster.  However, when configured in this way, the MX490 will return server-error-busy for all Send-Document requests.
