ERR_SSL_VERSION_INTERFERENCE blocking access to gmail and inbox

Issue description

Chrome Version       : 63.0.3239.84
OS Version: 10.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox:
    IE/Edge:

What steps will reproduce the problem?
1.Open Gmail or inbox on chrome 
2. Page will not open with the above mentioned error
3.

What is the expected result?
Page should open

What happens instead of that?
I see this error
This site can’t be reached
inbox.google.com is currently unreachable.
Try:

Checking the connection
Checking the proxy and the firewall
ERR_SSL_VERSION_INTERFERENCE

krajshree: Please don't merge this issue since we need to find out if it has the same root cause.

Do you know if there are any firewalls/antivirus on your computer or network? We've seen some issues with these devices/software that might be causing the problems.

Sure. The magically fixed itself this morning. So I will get this when the issue reoccurs. I have Avast antivirus on the computer. There are no other firewalls on the network, beyond whatever Windows or the ISP (AT&T Fiber) may have. 
At this point we've turned off the feature for the holidays (it should turn off when you restart Chrome). You can always force the feature on to test whether it is still causing issues by going to chrome://flags#tls13-variant and setting it to "Enabled (Experiment 2)".

If you do end up re-experiencing issues, information about what version of Avast is installed would be useful, in case its a particular version of their software that was causing the problems.
Sure, I'm at work and do not have access to that computer. I will try and check this again later today.

Closing this for now, we're starting a new experiment with TLS 1.3 in M65 in a couple weeks, if you have issues there, feel free to re-open a bug.
