Extension docs aren't updating

Issue description

Commits to extension docs have stopped showing up in developer.chrome.com for the past couple of weeks.

Upon investigation, it looked as if the GitHub repos that are called upon by docserver were moved, which was causing errors in fetching fresh content, and perhaps stalling all updates, including ones to extension docs in chromium.

The GitHub repos were moved back to original place, which might resolve the issue, but very difficult to see what is happening in the cron logs. Errors aren't appearing.

Would be great to figure out what is going on!

Any chance we can create a new version and deploy it, as that would at least refresh the docs?

The last deployment, according to App Engine dashboard, was September 11.

Would be good to bump the version!
In general, version changes should not be necessary for simpler changes. However I'll try and bump the version today and see if it has any benefit. 

Also, for testing purposes, can you point me to some change which was committed but isn't reflected in the docs?

Turns out the reason was that we failed to deploy the new server version after the change to app.yaml in https://chromium-review.googlesource.com/c/chromium/src/+/798633. Have deployed the new version. In addition to the current presubmit check, will add a comment to the file for future convenience. 

I skimmed through the CLs in c#4 and seems they all are now live. The webstore update however is not still reflected, which is probably another issue. Will file a new bug.
