Captured image within Headless Chrome wraps page's content until height requirement is met

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36

The maintainer of the chrome-remote-interface repository believes this issue is independent of the chrome-remote-interface and instead inherent in Chrome.
