The following Cellular icon inconsistencies exist between the Settings page and the System Menu:

* For Strength 0 we show 0 bars in Settings, even if connected. This is likely a Shill issue (strength shouldn't be 0) but we should still be consistent, and showing 0 bars seems better since it could inform the user (or developer) of an issue with the network.
* The threshold is slightly off (25 in the tray vs 26 in Settings).
* The bars appearance is slightly different for levels 1 and 2.
* The technology badge shows over the 'x' for disconnected networks in the System Menu (we shouldn't show the badge when disconnected).
