Enhancements to Network.emulateNetworkConditions

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:57.0) Gecko/20100101 Firefox/57.0

Steps to reproduce the problem:
1) I would like to be able to set different latencies for different domains. This is helpful when we want to emulate countries which are further away from our app servers, but they would still be relatively close to CDN.
2) Not sure if this is possible at the application level, but can we also have an option for packet loss?

What is the expected behavior?

What went wrong?
This is a feature request, though I didn't see an option to mark it as such.
