Memory consumption does not decrease after closing tabs

Issue description

Chrome Version       : 63.0.3239.84 (Official Build) (64-bit)
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:
    Firefox:
       Edge:

What steps will reproduce the problem?
(1) Open several tabs
(2) Close tabs 

What is the expected result?
Memory should be freed.

What happens instead?
Memory consumption does not lower after closing tabs.

It has happened to me at least twice. If there are specific categories to pick for a trace please mention them, I tried to record one but it froze.

(Screenshot has Tweetdeck opened, I tried closing that specific tab and it didn't solved the issue)

"Unable to reproduce the issue on reported chrome version 63.0.3239.84 and on the latest dev 65.0.3294.5 using Ubuntu 14.04 with the below mentioned steps.
1. Launched Chrome
2. Opened several tabs
3. Closed all the opened tabs
4. Checked the task manager in chrome. 
We observed the memory consumption was lowered. Attaching the screen cast of the same.

@Reporter: Could you please check the screen cast and let us know whether we have missed any steps in reproducing the issue. It would be highly helpful if OS platform is mentioned where the issue is seen.

Hi, the tabs I use are not "New tab" but websites like Amazon, Tweetdeck, GitHub and Facebook. See attached a trace, will that help?

Checked the issue on reported version 63.0.3239.84 on Windows 10 and Windows 7 with tabs opened as facebook, Amazon , Gmail Twitter etc but didnt observe any high memory usage.

As issue is not reproducible from TE end. Could someone from Blink>MemoryAllocator team take a look into this.

Unable to reproduce the issue on Win-10 using chrome stable version #63.0.3239.132 and latest canary #65.0.3312.0.
Did not observe any high memory usage after opening tabs such as facebook, Amazon , Gmail and Twitter and closing them.

Requesting someone from Blink>MemoryAllocator team to take a look into this.

The issue seems not to be reproducible from TE-end as per comment #3, #6 and #7. Hence, requesting dev team to help us in triaging the issue. Adding label TE-NeedsTriageHelp for further investigation from dev team.
