What steps will reproduce the problem?
(1)In sign-out screen click on three dot Menu to 'Add supervised User'
(2)Click on 'Create Supervised User' -> Now  enter password in'Choose the manager for this supervised user' Overlay -> Navigates to 'Create Supervised User' overlay
(3)Now at Profile pictures click on 'Take photo' option -> So that Camera screen is seen ->Click on 'Take photo' and picture is captured
(4)Now hover mouse on discard icon and observe 'Discard photo or video' tool tip is seen instead of 'Discard photo'  (Please refer Video and screenshot)

Note:
If 'Discard photo or video' tool tip is intended then there is no Video recording option for Camera screen in 'Create Supervised User' overlay whereas in chrome://settings/changePicture page Video recording option for Camera screen is seen and  after capturing photo or video, 'Discard photo or video' tool tip is seen at discard icon 

Expected: 'Discard photo or video' tool tip is seen on hovering mouse on discard icon 
Actual: Instead 'Discard photo' tool tip should be seen

This is Regression issue as same is working fine in 65.0.3287.0/10204.0.0 dev-channel Peppy
