Regression : Play store window gets closed after 'Setting up Google Play' window and will not launch "By using Google play... " window automatically

Chrome Version: 65.0.3293.0/10212.0.0 dev-channel Paine
OS: Chrome

What steps will reproduce the problem?
(1)1)Sign into user ->Open Play store -> 'Google Play Terms of Service' window is seen -> click on 'Agree' button
(2)Now 'Setting up Google Play' window is seen with 'This may take a minute or so...' text -> observe after few seconds or 1 minute window gets closed and will not launch automatically (Please refer video)

Expected: After 'Setting up Google Play' window window gets minimized and launches "By using Google play... "    window  automatically
Actual: Instead after few seconds or 1 minute window gets closed and will not launch "By using Google play... "     window automatically

Note : 
1. Again need to click on 'Play store ' icon for "By using Google play... "     window
2.Issue is seen on Reks device also

This is Regression Issue as same is working fine in 64.0.3282.24/10176.14.0 dev-channel Paine
