Regression : Browser does not relaunch in chrome:flags page.

Issue description

Chrome Version: 65.0.3294.0 (Official Build) 1e4786a323e8eca4d5a66474bf23aa7fa80fe7ae-refs/heads/master@{#523976} (64-bit) 
OS: Linux(14.04 LTS).

Steps to reproduce:
1.Freshly install and Launch Chrome, Go to chrome://flags.
2.Enable Material Design for Native UI flag and Relaunch
3.Observe.

Actual Result: Browser does not relaunch.
Expected Result: Browser should relaunch.

This is regression issue broken in ‘M-65’ and below per-revision bisect result

Using the per-revision bisect providing the bisect results,
Good Build: 65.0.3292.0(Revision:523291).
Bad Build: 65.0.3294.0(Revision:523976).

You are probably looking for a change made after 523540(known good),but no later than 523541(first known bad).

The script might not always return single CL as suspect as some perfbuilds might get missing due to failure.

Note:
Issue is not seen on Mac and Windows OS.

That cl would not cause this failure.
Status: WontFix (was: Assigned)
Checked the above issue on latest Canary 65.0.3295.0 and the issue seems fixed.
