Regression: 'Find us on fb' and 'twitter' links are seen blur on 'Session Box' extension.

Issue description

Chrome Version:63.0.3239.108 (Official Build) d2626860fae283daee484943e6820af18fc73fd9-refs/branch-heads/3239@{#676} 

OS: Win(7,8)

Test -URL: https://chrome.google.com/webstore/detail/sessionbox-free-multi-log/megbklhjamjbcafknkgmokldgolkdfig?utm_source=chrome-app-launcher-info-dialog


Steps to reproduce:
1.Launch chrome and Navigate to above URL.
2.Click on extension to open extension and click on 'Sign in as guest' and click on 'Learn more'.
3.Observe 'Find us on fb' and 'twitter' links.


Actual Result: 'Find us on fb' and 'twitter' links  are seen blur on 'Session Box' extension.

Expected Result:'Find us on fb' and 'twitter' links  should be seen clear on 'Session Box' extension.

This is regression issue broken in ‘M-60’ and below per-revision bisect result

Using the per-revision bisect providing the bisect results,
Good Build: 60.0.3081.0(Revision:467178 ).
Bad Build: 60.0.3082.0(Revision:467534).

You are probably looking for a change made after 467197 (known good), but no lat
er than 467198 (first known bad).

It looks like the images are upscaled in both cases, and the new upscale is a bit blurrier. I'd suspect that this is due to moving from bicubic upscale to bilinear. Recent Chrome versions will likely match this with SW Raster as well.

- can you check the size of the Twitter/Facebook assets you're using and make sure they're large enough for the size you're displaying them (especially factoring in high-dpi displays which probably want ~2x assets).
