Transparent black flash is seen on page load

Bisect Information: This is a regression issue broken in 'M-65'.

Steps to reproduce:
1. Clear app data of Webview Shell Browser > Navigate to the above mentioned link.
2. Observe the page while loading.

Actual result: Transparent black flash is seen on page load.

Expected result: Transparent black flash should not be seen on page load.


Additional Notes: Issue is not reproducible on M64 build number (64.0.3282.29)

Hi, I can't seem to repro this issue on canary 66 on Android O. 

I have tried the WebView shell as well. 

Marking as WontFix if you find another report of this please do open again.
