Keep hitting NOTREACHED in GlobalHistogramAllocator::CreateWithSharedMemoryHandle when running browser_tests on windows

running browser_tests (debug) on windows 10 based on d46581c53fe38948263796aa9472ded99c35c6cc

callstack looks something like

base::GlobalHistogramAllocator::CreateWithSharedMemoryHandle
content::ChildHistogramFetcherFactoryImpl::CreateFetcher
content::mojom::ChildHistogramFetcherFactoryStubDispatch::Accept
... more mojo stuff ...

There's a NOTREACHED if it is passed an invalid handle or unacceptable memory.

Since browser_tests used to work, I'd go looking for the CL that introduced the problem.
