Regression: Zoom buuble does not appear on zoom in/out the PDF page.

Chrome Version: 65.0.3294.0 (Official Build) 1e4786a323e8eca4d5a66474bf23aa7fa80fe7ae-refs/heads/master@{#523976} 32/64-bit.
OS: Win(7,8,10), Mac(10.12.6, 10.13.1, 10.13.2), Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome, go to above URL or any PDF page.
2. Now zoom in/out the PDF page using "Ctrl + mouse wheel" and observe.

Zoom bubble doesn't appear near to omnibox.
Zoom bubble should appear near to omnibox. 

This is a regression issue, broken in M-64 series, below is manual regression range, wui

Good build: 64.0.3267.0 
Bad build: 64.0.3268.0

You are probably looking for a change made after 518954 (known good), but no later than 518955 (first known bad).
CHANGELOG URL:
The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Yes, the lack of a bubble is due to the pdf viewer handling the ctrl-wheel zoom now instead of the browser.

See  crbug.com/715670  and  crbug.com/538252 .
