What steps will reproduce the problem?
(1)Sign into user ->go to chrome://settings/changePicture and capture a photo
(2)Now click to take another photo and select 'Existing photo' which was taken previously for preview and Observe(Please refer video)

Actual:Delay is seen while loading existing photo for preview
Expected:No such delay should be seen

This is a Regression issue as same is working fine in M-60

Note:Issue is not seen in Linux,Windows OS
