What steps will reproduce the problem?
(1)Recover build->In OOBE screen->Open ubertray/Accessibility and enable ChromeVox 
(3)Click on back arrow for previous menu,now press tab till focus comes on Volume icon and Observe

Actual:while tabbing, orange focus is seen missing on volume icon
Expected:Orange focus should be seen on volume icon.

This is a Regression issue as same is working fine in 63.0.3239.86/10032.71.1 beta channel

Note:Issue is not seen in Linux,Windows OS
