PreCQ Launcher should link builds when they are scheduled.

Right now, the PreCQ launcher only annotates CLs with build links after the builds have started and written to CIDB.

There are cases (see crbug.com/794307) where that is in correct. When the new build details UI is in place, we'll be able to create URLs using the buildbucket id, and won't need to wait for CIDB entries to point us to the correct build.

That means we can annotate CLs as soon as the PreCQ builds are launched, and people will be able to see failures that happen before CIDB is updated.

It's not yet actionable, though we are hoping to launch the new UI for tryjobs in early January.

Very tentatively handing to nxia as the last person to do real PreCQ work.

where_is_my_cl page can all the builds, including the builds are scheduled in Buildbucket and haven't started
