box-shadow transition leaves behind remnants

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.24 Safari/537.36

Steps to reproduce the problem:
1. https://codepen.io/anon/pen/NXPeXM
2. Simply hover your cursor over the button then off several times until you see the bug occur.

What is the expected behavior?
There should be no tiny thin lines left over once the shadow transitions out.

What went wrong?
There are lines or "remnants" of the shadow left over

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 64.0.3282.24  Channel: dev

FWIW bisection in Windows points to https://crrev.com/2331043003 which enabled GPU rasterization in Chrome 55.
Confirmed by disabling chrome://flags/#enable-gpu-rasterization and observing the bug is gone.
If disabling the flag helps in Mac OS, it's the same cause but in a different commit.

Yes, disabling that flag fixes the issue.
