Back button doesn't close settings when in the first page of settings

Any up to M65 including

What steps will reproduce the problem?
(1) Open settings in tablet mode
(2) Click on back button multiple times


What is the expected result?
Setting closes after reaching the main screen

What happens instead?
Nothing

The keyboard back button doesn't close the settings window either, is this really wanted?

Are we trying to mimic android so the back button minimizes all apps?
