Typo in Flags-Page: "Enable or disable merging merging the key event"

Steps to reproduce the problem:
1. visit chrome://flags/#merge-key-char-events
2. check highlighted title

What is the expected behavior?
Should only say "merging" once

What went wrong?
The title of the entry says "merging merging"

Did this work before? N/A 

Chrome version: 63.0.3239.90  Channel: beta
OS Version: 10.0

Able to reproduce this issue on Mac 10.12.6, Win-10 and Ubuntu 14.04 using chrome reported version #63.0.3239.90 and latest canary #65.0.3293.0.
This is a non-regression issue as it is observed from M50 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
