currently we handle dependencies (compatibilities) between a component and its platform (chrome OS). however for component like assistant which depends on arc++ (also a component). 

we need to provide a generic mechanism to allow dynamic dependencies resolved on the fly in order to always provide freshest possible component that is compatible (chained compatibility) with platform.
