Successful builds displaying as exceptioned

Almost all builds on https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/Linux%20Builder%20SANDBOX and https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/Linux%20Tests%20SANDBOX have their statuses correctly displayed on the builder page (success or failure), but navigating to the specific build displays an errored build with "Error failed to load annotation stream: Log stream has no annotation entries".

this is yet another manifestation of bug 774345

Milo should not interpret swarming task results. it should not even load them.
